Cummins 8.3 ISC will not start

I have a 2009 Blue Bird school activity bus with rear mounted 8.3 L Cummins ISC and Allison transmission and just under 80,000 miles. Ran perfectly when I drove it about 1500 miles after buying it in the fall. Now it won't start... I suspect there's something with the engine/systems management system, as there is a constant warning alarm when I turn on the ignition (zero brake pressure, of course). The batteries are good and the starter runs, but the engine won't start. Where should I start to troubleshoot? Any advice are appreciated!

The Cummins manual says to cycle the ignition key(but don't start the engine) several times between run and off. You should be able to hear the lift pump running and then stop. Leave it in the on position for 30 seconds or so.

The manual says to replace fuel filters dry, so this WILL put air into the system. Then they say to cycle the ignition get to on several times to get the air out.
Shamelessly plagiarized from another site.

Make sure shifter is in Park. Make sure all emergency exits are closed. See if any codes are popping up.

Thank you for the tip. After removing the front fuel filter, the one with the water separator (not the one on the engine), I realized that I have a diesel tank issue. Filter was full of gunk so now I need to figure out how to clean out the tank....

I’m sure there’s lots of info online how to clean that up, it’s probably “algae” that grows in diesel fuel, I just hope you don’t have to replace the fuel lines.

Diesel tank gunk

Thank you Bon Voyage. Yes, I will clean out and flush tank with some sort of biocide.
