Engine RPM at the top speed
It's possible, perhaps even probable that the drive train is speed limited. Our bus currently has a 55 mph max road speed limit and the cruise control is disconnected. Those will be "fixed" when we get it on a computer in order to raise the max road speed parameter and enable the cruise control.
