Easiest way is to find the live wire to the deadbolt box and ground it (i.e. close the circuit), or just cut both wires and connect them together. The interlock circuit is set up so that if it is closed (i.e. continuous) the bus starts; the box that the deadbolt goes into opens (i.e. disconnects) the circuit when the bolt is thrown.

Thank you for the advice. I messed with it today and tied the wires together and the bus starts now but is still showing emergency exit on dash and the parking brake will not disengage. Is there a way to bypass that? Thank you again for the advice.

I'm not sure why you're still getting that. On my bus (a 2003 International) only the starter interlock (which prevents the bus from starting) was affected by the exit door deadbolts. The roof hatches if open caused a buzzer to sound but didn't prevent the bus from starting or releasing the parking brake.

Maybe your emergency exit windows and/or the roof hatches are open? Perhaps your parking brake is not releasing because your compressor hasn't built up sufficient air pressure to do so.

All of the wires for the emergency exits have been removed. It definitely builds pressure enough to release but it doesn't. I'm not sure either.

Make sure your master flasher switch (if you have one) is off and your passenger door is closed. Buses of that era were often set up to make sure that they couldn't move if the red flashers (aka "eight-ways") were on with the door open.

Wheelchair lift is removed. I tried with the doors closed. All flasher buttons are off. It was showing emergency exit on dash until I pulled the relay which made the light turn off. It just won't let me push the parking brake in. It will go into gear but it just won't release the parking brake.

Aha, this is your remaining problem then, as ewo1 suspected. With the wires to the lift removed, the bus "thinks" the lift is down and won't allow the parking brake to release.
