9 volt wiring

I wired my circuit breaker panel as shown in my pictures. For some reason, when I turn the battery selector to off, current still flows to the swich panel. Any ideas why this happens?

Why are there 3 wires to you battery switch? Should be power in from the circuit breaker and power out to your fuse block. Do you have a test light or a meter?

So, my circuit breaker has one wire going to the battery selector and a second wire goes to the power out of the selector. The 3rd wire connects the same terminal to the circuit breaker board. Maybe I should remove the wire to the circuit board from the power out to the power in terminal. I attached a photo from the selector instructions. I do have a voltmeter.
