First think I would do is photograph and label the wires carefully, make sure the other relays work and then swap one for the other to rule out the relay.
Clicking indicates that the relay is either getting bad power, bad ground, or the brake pedal switch is janky, or that the relay is bad. Rule out the easier one first by swapping the relay.
Next is verify the grounds which should be near the relay, then measure the hot going into the coil of the relay when you press the brakes and see if it’s a steady 12v.
