Bluebird headlights dimmer

The foot switch on my bluebird 1997 that switches the headlights from road to high died last night and the headlights won't turn on anymore. I took it apart with the idea of shorting the wires, and I have for wires that were connected to it :
-2 whites
-2 black
-1 red

I'm natively assuming I should read 12v DC on the red (I'm not) and that the blacks and whites go to either the high or road pole of the 2 headlights. Not reading any voltage on the wires (with headlights switch to on), I now assume something shorted. Looking at the electrical panel, I'm at a loss as to which breaker controls headlights... But all breaker check good. Any ideas to get me back on the road.

Answering my own question. There is a 15 amps fuse in the dashboard

Was it blown? Do you have an extra "t" in "natively"?
