Electrical problem in bus

Hello. I have a ‘96 Ford E350 transit bus. I gutted it and made a mobile shop for servicing fire extinguishers. Worked great.
Now I am giving it a new job, but cannot get it started.
Battery is new. There is power to interior and exterior lights, but no power to dash. I get power to the starter switch but nothing past. Pulled the switch and replaced, but still nothing.
Starter works when shorting out the solenoid. All fuses under hood are cleaned and good. Not sure what else to check. No recent modifications.

there should be a fuse box under the dash as well.
with fuses that work some of that stuff.

Yes there is. I checked some but some are hard to get at.
