Removing Stop Sign Buzzing Noise

I have a Ford E450 shortie that I am converting to a mobile boutique. I have NO experience in this whatsoever (sorry!) When I was at work, my dad tried to help out by removing the stop sign by cutting the wires. There is now a loud buzzing noise coming from the fuse box area. I have pulled all wires out of the yellow box (except for the ground). How do I make this awful noise stop??
