Renogy inverter charger question

Just connected shore power to the inverter charger then to breaker panel. Was expecting to turn on but nothing. Do I need batteries connected, or should it still operate without them?

From my understanding it needs a battery.
Turns 120Vac into 12Vdc to charge the battery.
Turns 12Vdc into 120Vac to run the circuit panel.
Bypass 120Vac input to 120Vac output if needed.

But I believe the device itself runs of of 12Vdc, so you'll need a 12v power source to turn it on.

My units (MPP Solar) have instant transfer, so if I have the bus plugged in and I'm running on shore power and then I unplug the shore power there is no power interruption.

The way they do this is by always running the AC output from the DC (battery bank) and using the AC shore power to charge the battery bank. Clearly without a battery, no AC power.

This is what Clouse House said but much more long winded and mostly for clarity for myself.
