Wipers, internal lights, and fan not working....

Seeking the wisdom of the elders....

We have a 1996 Bluebird FE 40' Cummins/Allison

We recently cleaned up our electrical box, after which our wipers, dash lights, and fans stopped working. However, the head lights, blinkers, horn, hazard lights, and brake lights still work. I did look in the way back machine and see this has happened to other folks but was unable to identify a remedy for the issue.

I opened up the fuse box behind the left wiper panel and everything looked fine...

There was a loose wire that I am assuming feel loose after I removed the control panel to the left of the driver's seat (see picture attached). This wire, however, is to the left of the main panel and I don't know if this is the issue or where it could have been connected to.

Does anyone know where I messed up and/or a quick way to fix this? If anyone is aware of a good online resource or has any recommendation on how to square this away, we would be eternally grateful!

That solenoid on the left should come on with the key.
This is a somewhat educated guess, but that solenoid looks like it powers a series of circuit breakers
