Mine wasn't flammable AT ALL. We even tried using a torch on it.
No wax and grease remover, gasoline, or any chemical I tried worked except the stripper. My guess is you just have black goo and not the dreaded asphalteum.

I haven't tried any chemicals on it yet. I wouldn't even try to remove it if I knew for sure that I could spray foam over it without any issues.

Do you know that you can't? Get a can and do a test.

No, I don't know that I can't. I was wondering if anybody here had that answer or any info on the subject. I do have a can of spray foam from HD to try, my concern is that it will go on and hold well when applied and cured but will later release.
