Mystery Box behind Driver's Seat

Aloha All!

I have a 1998 Thomas Saf-T-Liner and I removed all the seats and the padded bolsters behind the driver's seat and entry stairs hand rail. I found this small metal box with mesh sides and a small motor inside behind the driver's seat. On the top it says " Air Filter Clean Regularly ".
It doesn't look like the box has been opened in decades and the mesh grill that was supposed to be protected by the padded bolster that was in front of it...wasn't. It's all kicked in and pressed against the back of the motor.

Can someone tell me what this box is? I've included some photos for reference.

That would be a heater. The fan is the blower. The hoses entering and exiting are the coolant lines. The sticky stuff in the corner is 15-year-old gummy worm.

How did I not notice the frikken heater hoses?!? I looked that box over on the sides and I swear I didn't see those lines...much less see them running in to the box.

So it's a heater for the driver's feet/butt?
