What's up with these louvres?

I have a 35 foot dog-nose Thomas-built bus. As you can see from the first picture, there are some louvres below the driver's window. The second picture shows them from the inside. They cannot be closed. In the winter, cold air pours through them. Are they just meant to be a constant source of fresh air for the occupants? If so, is there any downside to putting a flat piece of sheet metal against the louvres from the inside to seal them off? (I would not want to block off the entrance to the channel shown in picture #2, because heat comes out of it in the winter when the engine is running.)

Which brings me to picture #3 There is a lever just above and to the right of that channel. What does it do?

I cover the roof vents inside. However, wood stoves do need to breathe, so I crack my bifold.
