As long as it turns over that way, since it has now been found to be "sitting" 7~8 years, I'd highly recommend removing the spark plugs and squirting some Marvel Mystery Oil in the cylinders. Let it sit 24 hours or so, and then try turning it over on the starter to more evenly distribute the lubrication in the cylinders.
If the trans is truly locked up, a teardown is in order.

The engine turns fine. However, even if it didn't, it wouldn't change that there is an issue in the tranny for sure because it doesn't come out of gear... even though the shifter is in neutral.
It's possible it's just dry... Just in case anyone ever says I don't have a positive outlook lol

Tranny could be stuck in two gears at once. Does the gear shift move normally ? With clutch in shift into each gear and see how it moves. No need for the engine running to do this. If it is stuck and will not move take the shifter cover(and gear shift lever) and see if the shifting rails all line up when in neutral.

I didn't spend a lot of time playing with it earlier, I was just trying to get it to move... but there is something weird in it's shifting that I want to check out. It never gave the feeling of actually switching gears at all. Some resistance as in, it's not doing 'nothing', but I don't think its doing what it should. I'll play tomorrow.

It does sound like the shifter has jumped out of the shifting rails by what you say. Could also be a shifting rail stuck and a pry bar and some oil is needed to bump it around, this would be done with the cover off. Just do not get to happy with a pry bar in there....gentle is key.

First things, first... lol Tomorrow I'm swapping a good battery in and seeing what happens. I have no clue what's hooked up, what's not, what's shorted... lol
Then, we have to clean the damn thing out, because it's full of... 'stuff'.
After that, (which may not be tomorrow), I'll start seeing what I can find out about the engine and tranny. Likely going to have to remove the hood, the hinges are solid on it and the hood itself is falling apart. I tried to get into it to take a video earlier and get the numbers off it, but it wasn't happening.

The rear tire is not seized, none of them are. Something in the tranny is locked though. With the clutch engaged, the tires turn fine.

if the rear tires (along with the driveshaft) turn with he pedal pushed down then nearly everything in the trans is turning but the input shaft.
I'm thinking maybe with it sitting for so long that the clutch disc is rusted stuck to the flywheel.
Is the shifter stuck??

Doesn't seem to be, but that was part of what I meant when I said it didn't feel right, I'm not sure if it's moving into positions properly or not as I really have no idea how far the are and there's no feeling of engaging or disengaging.

I had a 71 Chevy with a Thomas body as my first bus. It was super easy to work on except for the brakes, they were a nightmare. Mine also had a 350 and an sm465. I didn’t drive it much 60mph was top speed at about 4500rpm if I remember right. All engine and trans parts are easy to find and cheap. Brake parts were extremely expensive if you could find them. Hopefully some inspiration or you
