We saw people working on their rigs on public lands in Nevada. Biggest issues I see are proximity to stores for supplies, and proximity to a dump to get rid of your debris. We built ours off grid on private property, so you can definitely do it with a portable generator. I'd caution anyone doing this to do it well away from other campers, and to be respectful of the environment. No need to trash things or leave a bad impression of skoolie builders.
eta: Almost all of those places also have 2 week stay limits that are, for the most part, enforced so you will have to keep moving.
