Rust check: how bad is this?

It's a 1990 bluebird. Yea or nay?

Yeah, looks rather light to me as well.

I wonder the purpose is of the chains hanging down from the drive axle.

The photo is of the wheel. Can you please show an example of what other areas to check?

The chains, I do not know either. I'll be getting the full tour tomorrow. This one has been heavily modified for powering burning man camps. I will be using it for another purpose, but appreciate some of the changes, like the hydraulic lift in the back.

You're in Cali??
If so that's TOO MUCH RUST. There are amazing, solid buses out there. Don't settle, just get a nice one.

Chains are traction devices. Chains deploy and spin under tires for heavy snow driving. Pretty common in the snowy areas that don't salt the roads. And NO that ain't rusty at all, They call that rust free from where I am located.

Automatic (air activated) chains for the rear wheels.

I'd over look several faults if a bus I was considering had automatic chains - I anticipate a lot of cold weather driving, some of it on back roads that can get pretty clogged with snow

I have them on my bus. I had never seen them before so I did a little research.

What I heard from folks that have used them is that they are somewhat helpful in light snow. They were of the opinion that anything over 3"-4" of snow on the road and they became ineffective.

I will probably never find out.......

I am doing this for FUN.,... If there is 4" of snow on the road, I will be using the parking brake, not the auto chains.

you can always put on a jacket when you're cold, but there are only so many clothes you can remove when it's hot
