+1 on rust.. surface rust is no worry.. however holes even small ones completely through any panel means there is likely a lot more where that came from. in any International 80,000 miles is possibly correct, possibly not... the gauges on IH are notorious for freezing or working when they want... from experience the odometer is prone to stopping when the gauges dont work.. the true mileage is generally stored in the ECM computer... if you have an LCD panel odometer you have a better chance at correct mileage..
is rust a big deal? it all depends on your skillset.. if metalworking is in your wheelhouse then rust may be something not to worry about as you know you can just rip and tear , weld, rivet, and replace... but if you have never done rust repair then the learning curve can be steep to make a strong long-lasting repair.
