Not enough room in the main bus, tow a second one. Why not? I bet there's no such thing as miles per gallon while towing. Gallons per mile.

No, I think the little bus is used to push the big bus.

The smaller engine will get better fuel economy and it has the larger vehicle parting the wind for aerodynamic goodness.
