Best way seems to be to use a hole saw (with no pilot bit), the largest diameter that will just fit into that circular depression and around the bolt head. After drilling through the material around each bolt, the piece should come right out and then you can deal with the bolt heads separately (probably by grinding them off).

Thank you! Any clue what this piece is called?

Seat mounting rails or something like that? I dunno, didn't have these myself.

Possible seat belt tracks? Be glad yours are only 5 hole and not the full length of the bus. Can't say as I've seen a post yet that said these were a piece of cake to remove.

I would try an allen wrench on the non rusted ones first and if that does not work then drill the heads off the bolts and it should pop up.

Get under the bus and grind off the bolt sticking down through the plywood, then they come out. The problem are the ones above the fuel tank you can't get to them to grind or put wrench on the bolt. Frankly I'd just leave them there, they are mostly countersunk so not a big issue, at least mine were. I removed my fuel tank, so I can get the problem ones out.
