I don't know if the state rules are planning to shut them down or just assess the carriers a hefty carb tax for noncompliant vehicles to operate in the state. Either way though it is driving a lot of independent truckers out of operating in that state. Most fleets though are already mostly compliant as the EPA2010 trucks all meet California carb requirements.
