I wouldn't bid unless you can inspect it in person. The bumpers are quite rusty, which might not seem like a big deal, but I see enough signs of rust elsewhere that it likely has rust hiding in places you can't see it. Utah is definitely a state in which rust would be an issue. Quite possible you could wind up with something that needs half the floor replaced. Just my $0.02.
Not sure if you noticed, the listing states the bus is at a diesel repair shop, which doesn't bode well. It's generally not a good idea to get in a hurry and just jump on something because of a sense of urgency. Take your time and you will save yourself a lot of hassle and headache in the long run.
