RV Window install problems

Hi All - Advice needed: How do I install an RV window? I have the window and wood-frame (I'll cut the steel when I figure this bit out), but I'm stuck in "Catch-22".

Here's how it's supposed to work: the window slides into the wood frame from the outside and snaps into the inside window flange, which is screwed into the wood support. The window is not secured unless the inside flange is screwed in place.

However, the window cannot snap into the inside flange unless it's unscrewed. But, if I unscrew the flange and click in the window, I cannot access the flange screw holes to screw it to the wood support. So, my question is - how can I secure the window in the frame?

HELP! Here are some photos to further confuse you. Thanks for your advice!!!
