What is this flooring material?

I have pulled out completely rotten plywood subfloor in my shuttle, and the metal floor pan is in reasonable shape, but looking through some of the holes from various things (chair bolts, anchors, heat exchange pipes), there appears to be a 3 layer construction - two sheets of metal that sandwich some other material that I can't identify. It the areas observed, it appears to be completely disintegrating, while the sheet metal is fine (just some pitting on the top sheet).

What is the middle layer and do I need to worry about its condition? I hope the photos help.

Dunno, but if the sheet metal is fine on both edges I don't think there's an issue to worry about. The middle stuff isn't corroding the underside of the sheet metal, and should be fine.

I think the material in between the layers is a layer of adhesive. Possibly meant to separate the two metal sheets - one is aluminum and the other steel. Only thing i can think of.
