Ok this is what I did, I grew up outside a small farming community that has a DMV office, I had my brother take the paper work in as if he bought it& he told them it was in process of being converted{ technically not a lie}, no inspection no hassle just paid the fee's & Done,After he got the new paper work he mailed it back to me showing I bought it from him, Now I don't know if it's worth the time to you travel a couple of hours & I don't know if it matters if you go to a different county than where you live. The town is freeport.
