Very simple build
- remove flooring, install foam board insulation, OSB board, vinyl sheet flooring

- remove ceiling panels to clear out 24yo manky insulation, install backed fiberglass insulation, re-use ceiling panels add metal strips to join as needed
- add 1" foam board insulation to walls, overlay with plywood panels, frame out windows, paint white with matte black highlights
