I went with Jerry Campbell's idea with the 3/4 velcro strips and used liquid nails adhesive to adhear the velcro strips to the screens and to the outside metal perimeter of the window on the inside...

You were exactly right. I broke the bond of the neutral and ground touching on the buss bar and problem is fixed.

I used Scotch brite pads and elbow greese on the ribs and areas where I couldn't get my DA into. Again just trying to remove the shine for the new paint to stick.
