Yeah, sometimes DMVs will just reclassify your title/registration without making sure it's been inspected. I suppose it's always worth a shot and if not, VT is always here as a plan b!

Good news! I traced the leak. It's coming from one of the transmission line hoses. Seems like an easy enough fix, whew! Might have the shop fix that while doing the alignment.
