the voltage of 13 volts or over would be checmed...
the voltage of 13 volts or over would be checmed when the engine is running and no battery charger connected... the alternator should keep the system at 13 or over when the engine is on.....

sounds more like you are stuck in second gear...
sounds more like you are stuck in second gear with no computer input to the transmission. make sure your transmission fuses are good and that you have power going to the proper pins on its harness.....
