1996 Bluebird school/church bus

I have a 1996 Bluebird with an automatic transmission mated to a 5.9 Diesel Commons.

it is a 48 passenger

it has 106K miles ( our church has had it for 3 yr and put 900 miles on it)

passed inspection last May (2010)

We have all the service records

Is the 5.9 means the fuel consumption?.
if not, can you please let me know the average consumption. (How many Km per Liter)
I am also instructed in buying a Bluebird

5.9 is 5.9L... the size of the engine which is a diesel Cummings engine. Not a Commons.
