1999 Thomas International Ignition doesn't turn engine off

Hey guys, so I seem to have an odd issue, my skoolie doesn't turn off with the ignition switch.. I end up having to pull the actual connector harness off the ignition switch to turn it off. At first I thought I might have the wrong ignition key as I bought it from a guy who said the school had lost the keys so he put one in. I noticed that it had extra teeth on it that was not connected to anything, so I bought a new one that looks like this: https://www.millsupply.com/column-m...ylinder-key-36934.php?p=96438&cs=1+5309+5310#

Thinking it would fix the issue, but it did not. So I'm not sure where to start, or how to debug and fix this. Any ideas?

Some vehicles have a relay that powers the ignition. Ford was well known for this in the 60's and 70's (and I had a van with the same symptom). The relay would stick on the "on" position. A tap with something solid would release it. See if your bus has a similar relay, give it a tap and see if you get similar results.
