2001 IHC Thomas in the shed

Hello to all! I've got a new project in the shed. Well, sort of new. Seats have been pulled and she is painted. Here in Maryland she can't be registered wearing yellow or sporting any of her old school accessories. So the fun begins. And as luck would have it, I found all of you! Off to post about the wonder of IHC's instrument cluster . If I can get this issue fixed, I can get her inspected.

What's up with the gauges?
Why can't you have it inspected without fully functioning gauges? That seems strange to me..... Around here as long as it won't kill some one as you pull out it passes.
International isn't really known for their wiring abilities though, one of our busses has no functioning gauges except oil pressure and voltage, and that's beceause they weren't made by I.H.
