Those 2 codes are body codes...both inactive.
We need to read the engine codes.

try unplugging the gauge cluster and after a couple of minutes plug it back in and see if everything works. if it does, the problems will come back. but look for a corroded up connector in the harness by the firewall with like 5-6 wires in it.

Are you selecting the correct engine when you turn on Servicemaxx?
So far, these codes are body codes, not engine codes. Without actual DTC we are at a turkey shoot, blindfolded!
Your scan gauge talked to the ECM so I am gonna prematurely say your ECM is ok.
This is supported by seeing your rpms move on the dash when you crank and the fact that it evens cranks.
IDM issues...too early to tell.
datalink issues, I don't think so because your scan gauge read the ecm. It could maybe be an issue with your wiring harness, too early to tell but on the oh chit list.
I do not know if your bus model has a body control module...If your not sure just simply call an International Stealer parts dept, give them the vin, and ask them. also ask them for a build sheet while you are at it.
Right now there are too many variables to consider and more info is needed, primarily DTC codes...
BTW, I am NOt a mechanic but I do own two RE Amtran busses both with DT466e. A 1999 and a 2005 so I have made it a purpose/mission to learn as much as I can because I refuse to pay top dollar for crap I can do myself, besides, it gives me lot's of comfort when I go on the road and breakdown...
