2006 ce300 stuck/locked up brakes

Hello I could use some help getting my bus moving again, I let it sit for the last 2 months while I was stuck in the snow and now that the snow has melted at least one of the rear brakes seems to be locked up. I’ve tried hitting the drums with my mini sledgehammer to no success. But I can’t really get a good hit on it with the angles. Does anyone have any tips on what I should do? I also tried putting the cage bolt in on the side that seems to be locked so I could see if it would move to no avail.

That's the SECOND thing. First thing is crawl under and see if you find any damage. You appear to have done that as long as you know what you're looking for.
