2006 DT466 EGR issues

2006 DT466 Box Truck 394,000 miles.
Recently I went thru the entire fuel system chasing a ghost, finally got it running after replacing the starter which turns it over tremendously. Didn't get far, now I have code SID146 FMI7 telling me the EGR is not working. I pulled the EGR and it looks like brand new, only a little coating of light soot, everything moves freely. Decided to check voltage to the plug, no voltage at all, chased this ghost to the module on the ecm and the relays, I have 12v to and from the relays, 2.7v at the module plug pins 29 + 30 going into the module.
Any suggestions on where to go from here.

If you feel like giving the EPA a giant middle finger, put a blocking plate on the exhaust gas side of the EGR cooler or weld it shut

I agree, but have to get ecm tuned. I have delete on my 06 LBZ Duramax, love it
