I'm wondering about the 'pings'. How many are C911 're-bids'? If you dial 911 in a Phase Two area, the location where you pressed 'send' appears on a map. It doesn't move. If you are in the trunk of your abductor's car, or running down the street after a thief, knowing where you used to be isn't much help. Each time the operator presses the "where is the caller now" button, are the automated replies counted in the 8 million 'pings'? I suspect they are.
When you dial 911, there is an implied consent to give the location where you can be found.
OK, we subtract those 'pings,' whatever the number is. Then subtract the valid search warrants. Now, how many of the remainder are the boys in the back room idly wondering where Benny the Mule is tonight, using the technology because they can?
