my county does a pretty decent job with using inmates for various work details.. i frquently see them picking up trash along the freeways, cleaning county vehicles, painting, etc.. they tried to use them for assistance on small highway projects like pothole patching, setting up signs and cones for construction zones, etc.. but the Unions cried foul and had enough pull to get that banned..
