attach license plate

Help! This sounds silly, but how do we get our rear license plate on? I can't find any holes suitable for a license plate. The lower left has what seems like a license plate-esque sticker (painted over) but no evident place for screwing in a plate. Also the black bumper thing below doesn't seem to have properly spaced holes.

At the front there are four holes for screws in the middle, spaced correctly for a plate. Though there is thick metal blocking the back of the top two holes; we're hoping that using just the bottom two will do.

Any advice? I searched the forum and didn't find anything, though I don't imagine we're the first people to have this problem!

In that pic the license plate goes where that black plate is on the left lower corner under that small red light. You should find that red light has a clear bottom to illuminate the plate.
 
Try running a tap through the holes and then screws that fit the tapped hole. The metal is thick enough to support them.

Thanks! I checked and it does have a clear bottom. But there are no holes near that area. Like to screw a plate in I'd need to drill straight into the bus, which seems like it shouldn't be necessary. Any idea how to attach the plate? Are there plate holders that go on another way?
 
Could we get some closer pictures of the areas under the small red lights? On the left with the black rectangle and the right with the number 24?

Just drill 2 holes to mount the plate. Use tapered plastic license bolts to help seal them.:thumb: Do you know the history of your bus which might explain the absence of plates?

It was used to transport children to/from school, and passed inspection, up through this year in Ohio.

Ohio does not use license plates on school buses but uses numbers that are painted on so Ohio school buses generally do not have screw holes but the plate goes were the black rectangle is
