They are solid rivets, instead of blind or "pop" rivets. They are secured with a hammer and swage block to mushroom the ends. You will have luck with grinding the heads off, but may still need to drill or drive some out.Any suggestions on removing these bottom panels? They aren't riveted in with a normal rivet. I'd assume the grinder is gonna get some action soon but wanted to see if you guys have any tips.

That is the seat rail. The general consensus is it should be left in place as it joins the wall to the floor. The are many posts on this topic.
