Cigarette lighter and obd fuse

Hello fellow skoolies!
My bus suddenly started running real rough last night, like shaking the bus rough. I have an idea that it is the spark plugs because I’ve noticed a loss of power here and there climbing hills and if the battery is a bit drained it has a hard time starting up. I wanted to connect my obd reader but it’s not turning on and my cigarette lighter also stopped working so I’m thinking it’s a joint fuse but I have no idea what fuse it is. My fuse box is located above the drivers seat up on the wall. I pulled all the fuses and they all look like they’re not blown so I’m not sure how to proceeed.
Any tips or ideas much appreciated 💕

need make , model, type of bus ,
engine type details to help you figure things out every thing for help depends on those details?
your mention of spark plugs indicate a gas motor?
what gas motor?
they have fuel pumps and filters as well as diesel.
they are all in different locations but so we need you to help us help you buy giving your specific vehicle info and specific problems.
gas engine?
you think spark plugs?
when was the last time you did wires and dizzy cap and rotor or changed the fuel filter/fuel lines the older stuff dont like the ethanol crap/fuel.
several scenarioes until we know what you have?
 
It’s a 2006 Ford e350 super duty Collins bus.
The fuel filter was done about a year ago.
I want to plug in my code reader but it’s not getting a read so the fuse is definitely blown and I really would like to figure this fuse sitch out as well.
 
The ODB port is on the CAN buss which is part of the Ford-manufactured cutaway and not Collins whose electrical panels you show in the pic you shared. I wish I could be more help, but I doubt the ODB port shares a circuit with the cig lighter.
