Covering the acoustic ceiling holes

I am not going to removed the sheet metal inner skin. I have the type of ceiling that has the little holes. I would love to fill these holes or cover them because i'm not interested in breathing the fiberglass rain.

I am going to cover the ceiling with 1/4 ply but it will cost me about 150$. Anyone have any better ideas to fill or cover these holes easily or on the cheap?
 
I saw a technique that took butcher paper, dunked it is a solution of wallpaper paste that had been watered down and randomly pasting them up.
They are ripped randomly as well. The finished product looks like leather.
It can be done with other paper as well.
It's decorative, not structural.. so maybe some 1/4" strips of wood every 3-4' might be in order.

We have the same type of ceiling, when we painted it a little too thick it clogged the holes. I'd imagine that if you used a thick paint (like a self-leveling type paint used for trim or cabinets)....or even something like Zinsser primer....it would fill the holes. Shouldn't take more than a gallon. We still didn't like the look, so we ended up using 5mm plywood and 1/2" insulation and it looks nicer and insulates moderately well.
 
ok cool thanks guys. the paint idea is very tempting. i also like the paper idea it would probably look awesome
 
did a gallon of zinsnerr peel stop for 35 bucks. it got 50% of the bus ceiling about 75% covered. In hindsight I should've purchased 5 gallon bucket of cheaper primer.
Plan of action is to buy 2 gallons of Kilz premium for 10 bucks each, it says its thick and creamy. :D
