Diesel Cold Starts

2012 Chevy G4500 Duramax with 195k miles. I’ve had ‘er almost two years, did the interior conversion myself. I’ve always had trouble with cold starts, even at 45ish degrees. I turn key to illuminate the glow coil but the coil only stays lit for about 2-4 seconds and then when I fully turn key, I get one single crank and then it stops. If I half-turn the key multiple times to get coil lit several times (8-10 times) and then try start, it will turn over and start. Battery tests show batteries are fine. Put new batteries just to test it and in the morning, same problem. It’s been sitting at mechanics for a week now while they keep scratching their heads. Thoughts?? Thanks!
 
glow plug contoller/timer?
if you dont have one and have access to power have a block heater added.
the glow plugs should stay on longer.
so what is controlling the time on the glow plugs

It sounds like a delay-off relay of some sort. Some of them are adjustable through pin switches. I have on for my heated mirrors.
