Does my floor not have plywood?

Just got our skoolie yesterday. Partially started, they did a brown paper bag and epoxy floor over the existing floor. The floor they put in chips and pulls right up. Near the front of the bus we were able to pull up some rubber but it seems like there may not be plywood underneath. Seems to be sheet metal only. (It was previously owned by the fire department.) It's that possible that there is no plywood? How will this impact our tear down of the floor?

not all busses had it... I was told some states it is required and others not... i used to think it was a northern vs southern thing for insulation, but my latest texas bus has it.. it is a year 2000..

my carpenter (91) has it as well... i saw a late 90s amtran recently that didnt have it...

to me it seems like something that you should be glad is gone or never had.. as its a mosture trap for sure.. promoting rust in areas that have access to air esp around bolt holes and such..
