Engine Swap or Gear Change to Go 70mph

I have a s1700 blue bird on International frame. It has the 7.2liter diesel engine and it is governed at 55mph with the wind behind you and going down hill. I hate that it goes so slow because that means we do not get to go to many away games with the bus. What would be the best bang for my buck? I do not know the gear ratio. I also heard that if the governor is removed the engine could burn itself up. The engine right now in the heat of the summer runs at around 210-230F. Going up hills is embarrassing on the interstate. PLEASE HELP!

I dont think a 7.3 will respond well to a gear change. Doing anything with the gov will only result in negative long term issues.
