Floor uneven - foamboard

Hey everyone,

I’ve removed the old flooring and am now down to the metal flooring.
The surface is very uneven, and there are screws sticking out (they’re securing the metal panels). I’ll be adding 2 inches of foamboard on top and want to avoid any squeaking sounds when walking.
Would you recommend framing the floor, or is there a better solution?

Those hex screws do not look factory to me. I think someone did a repair job prior.

I wouldn't worry about those hex heads as once you push the foam board on it, it will crush and self shape into the foam board. It's not tall enough that it should be an issue.
