There was a discussion about this insulation a while back and one of the folks called and asked what the airspace needed to be to achieve the R7.3 that they claim. IIRC: it was 5-1/2"…..

So, this would not be good for our purposes. Needs airspace.

How and why is it an "old scam"?

Its a crappy product sold by a crappy company. Its a scam to cash in on folks who fall for it. LOTS of folks all with similar complaints about that "company".

In March of 2013 I ordered 10 rolls of this product at a promotional price of 2 for 1. They required I pay, in advance, with a credit card. I did. Shortly thereafter I received 9 rolls of insulation. I both called and emailed the company about the problem. No response. I tried to file a claim with Fed Ex but I couldn't without the company signing off. They didn't. Finally, I called my credit card company. Although I only requested a charge back for the replacement cost of the one roll, they charged back the entire amount. Insulation for Less finally contacted me. They were not cooperative. They wouldn't send the replacement roll unless I removed the charge back. I said no replacement roll no charge back removal. The representative hung up on me.

REALLY??? Foil coated bubble wrap that has an R value of 16? How is that possible for ~1/2 inch bubble wrap covered in foil?
Per their website: "The confusion about the R-value is that people fail to understand it's a system that is measured rather than just the product. It's actually a better form of measurement when you think about it. It answers the question, what will be the R-value when installed in an application (roof for example)." In short, the R value they claim of R16 includes the full assembly of a roof, not their product, and the heat loss is measured down, not up. The test method is ASTM 1116, but you won't find the protocol on the ASTM website or anywhere else. Read their website if you really want to use your high school physics and college level logic. It's easy to find. If it sounds too good to be true....
A true effort to dazzle the customers with science, but this material will likely not meet your expectations whatsoever either.

I would rate this product and this company negative stars if I could. They use deceptive advertising and pricing schemes. But the product is junk as well. I bought over 15,000 sq/ft of Prodex and the insulation is now separating. The foil backing is separating from the foam middle layer which means it is all falling down. I contacted the company and they refuse to offer any sort of warranty or solution to take care of the product. Absolute waste of money. Insulation didn't even last two years.
