Help with Stairs

I was trying to remove the Rubber tread on my stairs and while trying to pry the front lip of the tread it felt like there was metal that was prying up as well. Is there a piece of sheetmetal under the tread and above the actual floor?

Pictures help with something like this, although you need to make 5 posts on this forum before you're allowed to post pics (you can post links to pics hosted elsewhere, though). The stairs on a bus are usually just a one-piece unit made of folded sheet metal. The bottom step sometimes (always?) has a strip of rub rail attached on the underside to stiffen it, so perhaps you're inadvertently trying to pry the bottom of the step away from this stiffener (which you don't want to do).
 
On my '94 Thomas, there were a couple screws holding the rubber tread down and I wasn't able to pry up. I eventually realized there was a back row of screws i didn't see due to all the caked dirt and such. I think each step had two rows of 3 screws
