Intermittent Turbo Problem

Hey Skoolies...I hope all is going well for everyone!!

I have a continuing saga with power issues related to my Turbo. Does anyone have any idea what could cause intermittent interruptions in turbo boost? I can be tooling along just fine, then hear a higher pitch whine like a vacuum cleaner hose is blocked. Within a few minutes I begin to loose power. It is directly related in some way to turbo function I am sure, but not sure where to begin my search at this point.

I thought it was directly related to the #%@& squirrel I kicked out of my air intake, but the problem return. I wonder, is it possible that a vacuum line is weak and collapsing or something of that nature??

A bit of good news - I stumbled across the original owners manual and service manual while gutting out the bus!!

1989 Cummins 8.3FE Turbo with an Allison 4Spd Auto Tranny.
