Is an Allison 2500 enough?

Does this look like a sign of more significant rust elsewhere?
I think they do salt the streets in Virginia

Hopefully you can put your hands on this before you make a non-refundable deposit. The problem rust would be located mostly behind the tires in the cross members for the body. You may be able to feel soft spots in the same area from the inside.

As far as the mileage be careful since the gauge could have been replaced. Every Blue Bird I have bought from around that year had new gauges at some point. The school system was up front on the replacement and gave corrected mileage based on the ecm. If you don't have a way to check the ecm then maybe contact the school system shop and see if they have any records.

Rear tires look to need replacement.

yes, the person selling the bus I very helpful but slow to release information and does not know mush about the bus. Since this is the second owner from the school district they are probably not interested in transparency. Either way sadly I think I'm gonna have to pass for too many red flags from this particular seller. It just doesn't feel right, but that is just me.

Probably a wise choice. The C-Channels can have some rust. It's pretty thick metal unless it's solidly rusted through on the C-Channels. Likely surface rust.

The underside floor panels look good from the picture and would be okay.

Like Omnibot stated, I would be concerned with the rust behind the rear wheels. Have him send you pics from under the bus looking up on both sides of the rear wheels but from behind the rear wheels looking forward. A lot of support comes from that area and tends to be a major rust location. due to wheels kicking water up. If that area is fine it's probably okay. You could grind away the rust on the C-Channels and paint it. The underside panels are not really feasible to rust treat easily and I would look for a new bus.
