So I am looking for a piece of property in NW Indiana. I want to build a Skoolie camp. If anyone has any leads, let me know.
 
The investment needed for your "Skoolie Camp"..would be the same investment needed for a RV park. So, for your investment to be worth while, just open an RV park that welcomes skoolies?
First thing you should do is check what the rules/requirements are for Indiana as well as the local area. I'm in Ohio...if I only had 4 sites (or less) then I wouldn't be subject to state licensing, inspections, etc.
I've offered discount camping to people on this forum for a while now....so far, no takers. So a Skoolie specific park most likely wouldn't generate enough revenue to cover your investment.
 
The old adage: "Location, Location, Location" comes into play.

My $0.02 on the subject: If I was contemplating such a business, I'd try testing the waters somewhere in the sunbelt that is popular with tourists but not "overdeveloped" with a park on every street in town. Much more demand for spots there, for obvious reasons.

Anyhoo, good luck and be sure to post up on here if you go forward with your idea...

indiana seems to grab a decvent draw.. the chain O lakes skoolie meetup each year seems to pack the park.. im thinking yoiu should attend it (if you havent already) and see how many people might be interetsed in renting space for more than a weekend and see what kind of interest there is.. the people at Chain O lakes are obviously people willing to travel to indiana for meetups and camping..
