Looking for advice

We just bought a 2001 Thomas Freightliner F65 school bus. We have removed all the seats and heater. My next move will be to start putting in some flooring and I have run into a dileema of whether to remove the rubber mat throughout the bus or leave and install over it.

The floor is metal and doesn't seem to show any rust. Do I need to also put down a moisture barrier between the flooring? We are going to use vinyl plank flooring that has padding attached to the underside.
 
I’d remove, clean, treat any rust, and paint the steel floor. A fresh surface to start with will be a big help. Insulation would be recommended on the floor as well. I’m not sure what state you’re in but if it’s not a dry state then it’s almost a guarantee that the floors are rusted if not rotted through.

I’d pull the mat and any other factory flooring and start fresh.
